Ruffin Hall, Co-Founder
Ruffin Hall is the co-founder of Walton & Hall LLC and serves as a management consultant and advisor to North Carolina local governments, non-profits, state agencies, and private businesses. He brings a collaborative perspective to the challenges organizations face, systematically envisions opportunities for change, and partners with clients to advance solutions to support their vision and mission.
He leverages over 25 years of leadership and management experience in a variety of organizations and communities, focused on providing executive leadership, building strong teams, solving complex problems, and planning for the future. His experience includes meeting customer needs through innovative, efficient, and equitable service delivery across a multitude of functions.
Ruffin has served the people of North Carolina as City Manager of Raleigh, Assistant City Manager and Budget Director of Charlotte, Senior Budget and Management Analyst in Durham, Assistant to the Town Manager in Chapel Hill, and Management Auditor in Wilmington. He earned a Masters of Public Administration and a Bachelor of Arts in Political Science degrees from the University of North Carolina at Chapel Hill. Ruffin continued his professional and executive development through several leadership programs, including the Senior Executive Institute at the University of Virginia, the Senior Executives in State and Local Government at the Harvard Kennedy School of Government, and the Public Executive Leadership Academy at the University of North Carolina at Chapel Hill’s School of Government.
Ruffin is a member of various professional associations such as the International City-County Management Association (ICMA) and the N.C. City-County Manager’s Association (NCCCMA). Ruffin previously served as the President of the N.C. Local Government Budget Association (NCLGBA). He has served on several non-profit boards and has been honored with several awards and recognitions in the communities he has served, including the A. John “Jack” Vogt Lifetime Achievement Award for Outstanding Commitment to the Advancement of Local Government Budgeting & Evaluation. Beyond executive leadership experience, Ruffin has extensive skills in group facilitation, meeting design, and public speaking communications.
Ruffin is married and the proud father of three children (plus one dog). His family lives in Raleigh, with frequent trips to the beach whenever possible.
